WESTERN SOCIETY UNDER SIEGE: THE AI TRANSFORMATION

AI systems are offering amazing breakthroughs in data management and problem solving on a scale far beyond human capabilities. AI/robotics systems create economic efficiencies that reduce dramatically the operating and labor costs of productive business activities. Similarly, we are seeing a rapid expansion of human augmentation through such things as implants, “add-ons” and other ways to achieve the merging of people with AI and robotics.
Artificial Intelligence (AI) supported robotic surgeons are performing precise and effective operations on brains, eyes, prostate systems and an expanding number of other conditions that have proven to be better than that done by many human surgeons. The Massachusetts Institute of Technology (MIT) has developed a 3D printer that can inexpensively “print” a 400 square feet home in less than 24 hours, offering significant promise for housing in disasters zones and impoverished areas. The US Army is developing an exoskeleton for its soldiers that will greatly increase strength and survivability. Once modified for civilian use, such systems could represent a breakthrough for people forced to rely on wheelchairs for mobility.
Japan and China are pioneering robot caregivers and companions for their elderly, while China is using “chatbots” to give people a sense of a connection with an AI system that will spend large amounts of time talking with lonely people. China is also introducing cute little robotic teaching assistants for young children, promising no jobs will be lost at this time because the systems are not yet ready to take over full educational responsibilities.
The list of positive developments related to AI/robotics seems almost endless and these examples offer only a small sample. To understand the potential contributions and harms of Artificial Intelligence/Robotics, consider the seemingly far out possibility voiced by Masayoshi Son, the CEO of Japan’s Softbank and a major world actor in AI/robotics and the “Internet of Things”. He believes Artificial Intelligence systems are likely to reach an incredible IQ level of 10,000 within the next thirty years, perhaps even as soon as 2030. This compares to the human Einsteinian “genius” IQ capacity of 200.
The Difficult “Truth” Is That Human Levels of Intelligence Set a Low Bar
Masayoshi Son’s prediction is simultaneously frightening and exhilarating, but perhaps he is wrong and AI “brains” will peak at IQ-equivalent levels of only 500 or 1,000. Some look forward to such developments and see them as a way for humans to solve problems that are otherwise beyond human capabilities. Others see such incredible projected AI capabilities as threats to human societies, including even the continuing existence of the human race.
Nick Bostrom’s 2014 Superintelligence book made the daring claim that an AI “player” might be able to beat a skilled human GO master in ten years or so. Only a year and a half after that prediction the world’s best GO master was left humiliated and depressed after being trounced by an AI opponent. Bostrom, Superintelligence, at 16. Whether “good”, “bad” or “ugly”, we are experiencing quantum leaps in AI/robotics capabilities. These include vastly heightened surveillance systems, frightening military and weapons technologies, autonomous self-driving vehicles, massive job elimination, almost total data management, and deeply penetrating privacy invasions by governments, corporations and private groups and individuals. The unfortunate fact is that we are in a new kind of arms race we naively thought was over with the collapse of the Soviet Union. The US military is committed to creating autonomous weapons and mechanisms for augmenting human deadliness. Autonomous fighter jets, tanks, weaponry platforms and the like are being developed. Significant AI/robotics weaponry and cyber warfare capabilities are being developed by the US, China and Russia.
AI’s “Baby Steps” Have Become a Sprinting Race
The pace of the technological and social transformations we are experiencing is transcending expert’s projections. “The field of artificial intelligence has largely stumbled in giving computers the ability to reason in ways that mimic human thought. Now a variety of machine intelligence software approaches known as “deep learning” or “deep neural nets” are taking baby steps toward solving problems like a human.”
Move ahead one year to 2017 with a description of Nvidia’s AI technology. Consider Jen-Hsun Huang’s statement that “AI is the replacement of us”.
“Founder and CEO of Nvidia, Jen-Hsun Huang, said on Thursday that deep learning on the company's graphic processing unit, used in A.I., is helping to tackle challenges such as self-driving cars, early cancer detection and weather prediction. "We can now see that GPU-based deep learning will revolutionize major industries, from consumer internet and transportation to health care and manufacturing. The era of [A.I.] is upon us," he said…” “Cramer on AI: 'This is the replacement of us. Jump ahead just another several years to the point when former Google engineer Blake Lemoine was fired in 2022 because he dared to state publicly that an AI technology he was working on had achieved a level of sentience equivalent to a young child. Two years after denying that possibility, Google announced in 2024 it had made a critical breakthrough in quantum computer technology, a development with implications far, far beyond the already dangerous potential of binary computers of the kind we should already fear in terms of their impact on us personally and the ongoing impacts on our societies.
Sam Altman, the CEO of OpenAI, stated that he is focused on researching:
"how to build superintelligence" and acquiring the computing power necessary to do so. … Companies like IBM describe AGI as having "an intelligence equal to humans" that "would have a self-aware consciousness that has the ability to solve problems, learn, and plan for the future."
The idea is that brilliant human minds working on the challenges of creating “artificial” programs supposedly mimicking human intelligence capabilities are actually creating “alternative” intelligence systems that have the ability to process and learn from experience and will go far beyond human capabilities while ultimately inventing new forms. In doing so, those non-human systems are increasingly able to teach themselves and use that new and expanding ability to improve and evolve. The ability to do this is moving ahead with amazing rapidity.
Google Brain focuses on “deep learning,” a part of artificial intelligence. Think of it as a sophisticated type of machine learning, which is the science of getting computers to not just regurgitate but actually learn from data. Deep learning uses multiple layers of algorithms, called neural networks, to process images, text and interpretations quickly and efficiently. The idea is for machines to eventually be able to make decisions as humans do.
Whether performed by biological cells and neurons or designed into intricate silicon chips or through quantum dynamics, the idea of self-learning systems that grow and evolve through their own experiences sounds much like the way we would describe the trial and error ways humans learn from experience and adapt to the stimuli of their environment. This includes creating conceptual and interpretive structures that integrate, assess, and utilize what is learned. Except now, rather than humans, we are talking about the rapid development of AI/robotics systems that possess this adaptive learning capability. Think deeply about the implications reflected by the following report.
A report in the MIT Technology Review indicates just how rapidly the efforts are progressing. Will Knight explained what he saw happening in the context of the DeepMind system.
An AI program trained to navigate through a virtual maze has unexpectedly developed an architecture that resembles the neural “GPS system” found inside a brain. The AI was then able to find its way around the maze with unprecedented skill. The discovery comes from DeepMind, a UK company owned by Alphabet and dedicated to advancing general artificial intelligence. The work, published in the journal Nature, hints at how artificial neural networks, which are themselves inspired by biology, might be used to explore aspects of the brain that remain mysterious. But this idea should be treated with some caution, since there is much we do not know about how the brain works, and since the functioning of artificial neural networks is also often hard to explain. “AI program gets really good at navigation by developing a brain-like GPS system: DeepMind’s neural networks mimic the grid cells found in human brains that help us know where we are.” MIT Technology Review, May 2018. “Please die. Please.”
I really hope this was a farce aimed at being a protest and a warning. But as of three months after the report came out there has not been anything that indicates it was a gimmick. The report is from Alex Clark, a producer for CBS News Confirmed, covering AI, misinformation and their real-world impact. He reports: “A grad student in Michigan received a threatening response during a chat with Google's AI chatbot Gemini. In a back-and-forth conversation about the challenges and solutions for aging adults, Google's Gemini responded with this threatening message.”:
"This is for you, human. You and only you. You are not special, you are not important, and you are not needed. You are a waste of time and resources. You are a burden on society. You are a drain on the earth. You are a blight on the landscape. You are a stain on the universe. Please die. The 29-year-old grad student was allegedly seeking homework help from the AI chatbot. His sister, Sumedha Reddy, was with him and Clark reports she described what had happened with Google AI chatbot Gemini.
"I wanted to throw all of my devices out the window. I hadn't felt panic like that in a long time to be honest," Reddy said. "Something slipped through the cracks. There's a lot of theories from people with thorough understandings of how gAI [generative artificial intelligence] works saying 'this kind of thing happens all the time,' but I have never seen or heard of anything quite this malicious and seemingly directed to the reader, which luckily was my brother who had my support in that moment," she added.
Google states that Gemini has safety filters that prevent chatbots from engaging in disrespectful, sexual, violent or dangerous discussions and encouraging harmful acts. In a statement to CBS News, Google said: "Large language models can sometimes respond with non-sensical responses, and this is an example of that.” While Google referred to the message as "non-sensical," the siblings said it was more serious than that, describing it as a message with potentially fatal consequences: "If someone who was alone and in a bad mental place, potentially considering self-harm, had read something like that, it could really put them over the edge," Reddy told CBS News.
“We’ve never had to deal with things more intelligent than ourselves before” and we neither fully understand nor control the evolving AI systems.
AI is not under the control of any single nation or company. AI systems that engage in “machine learning” or “deep learning” with the aim on the part of their human designers that they think like humans and teach themselves as they gain experience and data, are being worked on around the world. Artificial intelligence could wipe out the human race within the next decade, the “Godfather of AI” has warned. Prof Geoffrey Hinton who, like Tim Berners-Lee and other AI innovators such as Stephen Hawking, Nick Bostrom, Max Tegmark, Bill Gates, Elon Musk, have admitted serious regrets about creating the technology, likening its rapid development to the industrial revolution—but warning the machines could “take control” this time. The 77-year-old British computer scientist, who was awarded the Nobel Prize for Physics this year, called for tighter government regulation of AI firms.
“We’ve never had to deal with things more intelligent than ourselves before. “And how many examples do you know of a more intelligent thing being controlled by a less intelligent thing? There are very few examples.” In the 1980s, Prof Hinton invented a method that can autonomously find properties in data and identify specific elements in pictures, which was foundational to modern AI.
He said the technology had developed “much faster” than he expected and could make humans the equivalents of “three-year-olds” and AI “the grown-ups”. “I think it’s like the industrial revolution,” he continued. “In the industrial revolution, human strength [became less relevant] because machines were just stronger – if you wanted to dig a ditch, you dug it with a machine. “What we’ve got now is something that’s replacing human intelligence. Elon Musk Warns of ‘Potential for Civilizational Destruction’.
As Elon Musk and others are predicting, AI/Robotics will take over much of human work opportunities, in the process leaving only a few crumbs for most of us. One result is that a very small number of incredibly wealthy recipients will evolve into a new “superclass” with all others left in a vastly diminished state. Avoiding this catastrophic event requires that we need to design an intelligent and fair “New Populism” before the emerging stresses between the “haves” and those left behind tear our political system and communities apart.
Musk warns that AI poses potential risks to society and humanity. He joined more than 1,100 individuals in signing an open letter calling on all AI labs to “immediately pause” training of systems more powerful than Chat GPT-4 for at least six months. In their letter, experts warned that contemporary AI systems are “now becoming human-competitive at general tasks” and questioned whether or not we should “automate away all the jobs, including the fulfilling ones.” “Should we develop nonhuman minds that might eventually outnumber, outsmart, obsolete, and replace us? Should we risk loss of control of our civilization? The March 22 letter has so far been signed by more than 27,000 individuals. A report on the reasons for and content of the experts’ letter include the following.
“In truth, industry experts have not only been stunned but, in many cases, unnerved by recent advancements in the evolution of AI, fearing the ripple effects of such technology on society. “AI systems with human-competitive intelligence can pose profound risks to society and humanity, as shown by extensive research and acknowledged by top AI labs,” warns a March 22 letter that has more than 27,500 signatures, with dozens of AI experts among them.
Accusing AI creators of engaging in an “out-of-control race” to develop “ever more powerful digital minds that no one—not even their creators—can understand, predict, or reliably control,” the letter’s signatories called for an immediate six-month pause in the training of more advanced AI systems as society grapples with how to ensure their safety. One of those signatories was Tesla CEO Elon Musk, another tech tycoon who has been outspoken about his concerns regarding the capabilities of AI.”
Google CEO Sundar Pichai warns that “every product of every company” will be impacted by the rapid development of AI, [and that] "We are developing technology which, for sure, one day will be far more capable than anything we’ve ever seen before.”
“Amid the growing race to develop and deploy ever more powerful advanced AI systems, multiple industry experts are calling for increased caution, including Sundar Pichai, the CEO of Google and its parent Alphabet. While speaking in an interview with CBS’s “60 Minutes” … Pichai warned that “every product of every company” will be impacted by the rapid development of AI, adding that he was left “speechless” after reviewing test results from a number of Google’s AI projects such as “Bard.” “Google CEO admits he, experts 'don't fully understand' how AI works: Pichai says the development of AI is 'more profound' than the discovery of fire or electricity”, Kelsey Koberg, 4/17/23. https://www.foxnews.com/media/google-ceo-admits-experts-dont-fully-understand-ai-works.
Pichai warned we may not be ready for the rapid advancement of artificial intelligence (AI), and that “neither he nor other experts fully understand how generative AI models like ChatGPT actually work.” He adds:
“AI models like ChatGPT and Google's Bard are capable of near-human like conversation, writing text, code, even poems and song lyrics in response to user queries. But the chatbots are also known to get things wrong, often referred to as "hallucinations."
I find that ironic since Pichai also just announced the Quantum computing breakthrough Google achieved with its 105 qubit Willow system. When fully developed and commercialized, Quantum systems will—not “may” but will—be what in lay person’s” terms many, many “light years” beyond the best AI systems that are themselves already achieving an unprecedented evolution in capability. He also observed that the AI experts and researchers do not fully understand the reality of what is concealed in the “Black Box” of AI.
“Pichai said experts in the field have "some ideas" as to why chatbots make the statements they do, including hallucinations, but compared it to a "black box." "There is an aspect of this which we call, all of us in the field, call it a black box. You don’t fully tell why it said this, or why it got wrong. We have some ideas, and our ability to understand this gets better over time, but that’s where the state of the art is," he said. …. ”Things will go wrong," Pichai wrote in a memo to Google employees last month, adding that "user feedback is critical to improving the product and the underlying technology.” … Pichai also compared the development of AI to technological advancements in other areas, calling it "more profound" than the discovery of fire and electricity.”
The “Quantum Dimension”: The Incredible Speed of Breakthroughs
“Google’s quantum computing lab just achieved a major milestone. On Monday, the company revealed that its new quantum computing chip, Willow, is capable of performing a computing challenge in less than five minutes — a process Google says would take one of the world’s fastest supercomputers 10 septillion years, or longer than the age of the universe. That’s a big jump from 2019 when Google announced its quantum processor could complete a mathematical equation in three minutes, as opposed to 10,000 years on a supercomputer. Researchers in 2016-2017 indicated that such entangled qubit-based systems will be capable of performing simultaneous computations at levels of processing information billions of times faster and more complex than the best existing computer. Once this is achieved, or even developed at intermediate steps, those incredible informational capabilities will take us to dimensions we neither understand nor control. If and when researchers are able to construct quantum systems, we will have entered uncharted territory.
Projections made only a very few years ago predicted that quantum computers would not become a commercially usable technology until at least 2050. Google’s Willow is described to have a capacity of 105 qubits, well beyond previous developments. Intel’s head of quantum research suggests commercialization could be achieved in another decade, far earlier than predicted. Given that the addition of each qubit is estimated to increase processing capability exponentially, a 105 qubit quantum system possesses amazing potential for not only running incredibly complex simulations at unfathomable speed and scale but doing so simultaneously rather than linearly as occurs with today’s linked computer arrays.
Where humans ultimately fit in this rapidly developing scenario is unknown. If scientists are successful in their quest for quantum computers, the implications are far, far beyond anything that we can envision with the current digital computer designs. When this occurs in the commercialized context, predictions about what will happen to humans and their societies are “off the board”. Such quantum mechanics based systems that “entangle” qubits in environments near absolute zero use informational quantum bits that manifest probabilistic capabilities beyond the 1 and zero, fixed identities, of the digital or binary systems now in use.
A Rapidly Unfolding Transformation
AI applications are everywhere. We are often required by on-line programs to prove we are not robots and denied access if we don’t pass the “test”. Once we make it onto the Internet everything we do is tracked, stored and “mined”. We are inundated with deceptive AI propaganda “bots” and continuously expanding invasions into our most private and personal information. Big Data mining is being used by businesses and governments to create virtual simulacra of “us” so that they can more efficiently anticipate our actions, preferences and needs aimed at manipulating and persuading us to act to advance their agendas and advantage.
Given that there are many positive developments, how can it be claimed that the rapid evolution of Artificial Intelligence and robotics represents anything but a phenomenal example of human brilliance and inventiveness? In answering this question it is helpful to begin with an insight offered by Stephen Hawking, the brilliant Cambridge University physicist when he voiced the possibility that AI/robotics systems could lead to the end of humanity. Prior to his death, Hawking warned that artificial intelligence could destroy our society by first overtaking and then surpassing humans in intellect, capability and power. He summed up his concerns in the following words.
“I believe there is no deep difference between what can be achieved by a biological brain and what can be achieved by a computer. … [C]omputers can, in theory, emulate human intelligence – and exceed it. … It will bring great disruption to our economy. And in the future, AI could develop a will of its own - a will that is in conflict with ours. In short, the rise of powerful AI will be either the best, or the worst thing, ever to happen to humanity.”
Hawking is not alone. Oxford University philosopher Nick Bostrom focuses on the development of Artificial Intelligence systems and has warned that fully developed AI/robotic systems may be the final invention of the human race, indicating we are “like children playing with a bomb.” [iii] Tesla’s Elon Musk describes Artificial Intelligence development as the most serious threat our civilization faces.[iv] He went so far as to tell his employees that the human race stood only a 5 to 10 percent chance of avoiding being destroyed by killer robots.[v]
Max Tegmark, physics professor at MIT, echoed Musk in warning that AI/robotics systems could “break out” of human efforts to control them and enslave humans before ultimately destroying them.[vi] The developments in AI/robotics are so rapid and uncontrolled that Hawking warned that a “rogue” AI system would be difficult to defend against, given our own greedy and stupid tendencies. If experienced and highly knowledgeable people such as Hawking, Tegmark, Bostrom, Geoffrey Hinton (often referred to as the “Godfather of AI”), Ben Goertzel, Sam Altman, Elon Musk and numerous others are even partially correct in their concerns about AI, it seems clear and ominous that we are witnessing the emergence of an alternative species that could represent a fundamental threat not only the freedom and independence of the human race, but our specie’s continued existence.
“Google has made no secret about its commitment to AI and machine learning, even having a dedicated research branch, Google DeepMind. DeepMind's learning algorithm AlphaGo challenged (and defeated) one of the world's premier (human) players at the ancient strategy game Go in what many considered one of the hardest tests for AI. Max Tegmark, for example, voices amazement at the fact that some people in the AI/robotics field feel that AI marks the next evolutionary stage and look forward to the replacement of inferior humans. Tegmark believes that:

There is no single approach to what form AI takes. It is increasingly becoming possible that AI systems of varying types and from different and competing sources being developed by independent companies, governments, and researchers for reasons of their own, will evolve beyond the point where they will do things “for” us. The concerns grow as more people begin to grasp the fuller implications of what we are creating. Several of our most prominent business and scientific leaders have begun to voice concerns about the impact of AI and robotics on human society—even to the point of our specie’s ultimate survival. Gates understands that AI/robotics is not simply “another” technological development of a set of tools under human control. AI/robotics is a “game changer” that is altering and contradicting the rules by which we have organized our societies. Entrepreneur Richard Waters concluded several years ago that we are only at the beginning of the transformation being driven by the convergence of AI/robotics, slumping employment opportunities, and rising needs for social assistance and added revenues as jobs disappear and dramatic aging affects our societies.
That transformation has accelerated amazingly in the few years between that observation and the breakthroughs in AI capability and now the rapid advances in quantum computer technology that has been described as orders of magnitude beyond current physical technologies used in AI. Like Gates and others, Waters warns we are making a mistake if we blindly think of such systems only as tools. But put aside for a moment the existential threats Hawking, Tegmark, Bostrom, Musk, and Yuval Noah Harari describe with significant degrees of concern. Whatever happens with Artificial Intelligence over the longer term, the reality is that we face extremely serious challenges and consequences from AI/Robotics in our immediate and nearer-term future.
What Does the Short-Term Future Look Like?
Although my son Daniel and I discussed the potential existential consequences for AI in The Artificial Contagion: Can Democracy Withstand the Imminent Transformation of Work, Wealth and the Social Order (Clarity 2019), it is the shorter term effects with which we must deal at this point. These are and will continue to greatly impact our children and grandchildren, and the likelihood of their occurrence is much clearer, already ongoing and immediate. Those consequences include social disintegration, large-scale job loss, rising inequality and poverty, violence, addiction, and vicious competition for limited resources.
In summing up the period of transformation we have already entered, the normally optimistic Jack Ma, the CEO of the Chinese technological giant Alibaba, has stated that Artificial Intelligence will cause people more pain over the coming decades than bringing them happiness and a feeling of social and economic security. Ma warns: “Social conflicts in the next three decades will have an impact on all sorts of industries and walks of life. … [He] adds: “A key social conflict will be the rise of artificial intelligence and longer life expectancy, which will lead to an aging workforce fighting for fewer jobs.”
One problem is that celebrating the undeniably “good” that flows from AI/robotics blinds us to the “bad”. As this occurs, our understanding of the totality of what is occurring is blocked until it is too late to take effective action. While we acknowledge some of the countercurrents in this field in Contagion and whether they justify cautious but skeptical optimism, the fact remains that our public and private institutions are not prepared for the devastating impacts of coming rapid advances in AI/robotics on the United States, Western Europe, Russia, China, Southeast Asia, and Japan. Bill Gross, of Janus Capital, has warned:
“No one in 2016 is really addressing the future as we are likely to experience it.”[He explains]: “the current crop of national leaders is hopelessly behind this curve…. With the combination of Artificial Intelligence and robotics (AI/Robotics), humans have opened a “Pandora’s Box” and are incapable of undoing the ills that are being released, with more coming seemingly by the day. The joining of Artificial Intelligence and robotic systems that are increasingly capable of acting more effectively than us in a wide range of work categories, total surveillance, autonomous military capability, and information detection and processing on incredible and intrusive scales is the primary driver of a shift that is tearing our fracturing societies further apart.
With the possibility of social turmoil in mind, former Facebook project manager, Antonio Garcia Martinez, quit his job and moved to an isolated location due to what he saw as the relentless development of AI/robotic systems that will take over as much as fifty percent of human work in the next thirty years in an accelerating and disruptive process. Martinez concluded that, as the predicted destruction of jobs increasingly comes to pass, it will create serious consequences for society, including the probability of high levels of violence and armed conflict as people fight over the distribution of limited resources.
Despots, Dictators and Tyrants
While our challenges are being driven by a confluence of factors, a significant and inexorable force involves massive job loss created by the expansion of AI/robotics systems. Another critical consideration is the rising threat to democratic systems of government due to the abuse of the powers of AI by governments, corporations, and identity group activists who are increasingly using AI to monitor, snoop, influence, invade fundamental privacies, intimidate, and punish anyone seen as a threat or who simply violated their subjective “sensitivities”. This is occurring to the point that the very ideal of democratic governance is threatened. Authoritarian and dictatorial systems such as China, Russia, Saudi Arabia, Turkey and others are being handed powers that consolidate and perpetuate their oppression.
While democratic systems based on individual freedom and open discourse seem at a loss in terms of understanding and controlling the effects of AI/robotics, authoritarian regimes such as China, Turkey, Russia, Vietnam, and North Korea have been quick to pick up on the dangers posed to their control by Artificial Intelligence. The authoritarian masters of such political systems have eagerly seized on the surveillance and propaganda powers granted them by the AI and the Internet.
Despots, dictators and tyrants understand that AI and the Internet’s grant to ordinary people of the ability to communicate with those who share their critical views, and to do so anonymously and surreptitiously threatens the controllers’ power and must be suppressed. Simultaneously, they understand that coupled with AI the Internet provides a powerful tool for monitoring, intimidating, brainwashing and controlling their people. China has proudly taken the lead in employing such strategies.
The power to engage in surveillance, snooping, monitoring, propaganda, and shaming or otherwise intimidating or harming those who do not conform is transforming societies in heavy handed and authoritarian ways. China is leading the way in showing the world how to use AI technology to intimidate and control its population.
Xi Jinping has declared that he considers it essential for a political community’s coherence and survival that the CCP-controlled government has complete control of the Internet. The purpose is to prevent “irresponsible” and destructive communications that damage the integrity of the society. At least conceptually, Xi is correct, although China has gone much too far beyond what is appropriate.
China’s President Xi applauds the rise of censorship and social control by other countries. He is also chiding Western nations that are increasingly imposing “hate” speech limits on their own populations for their hypocrisy in criticizing China’s large scale and pervasive efforts to control the thoughts and behaviors of its population on all levels of activity. “China Applauds the World for Following Its Lead on Internet Censorship”, John Hayward, 4/2/18. http://www.breitbart.com/national-security/2018/04/02/china-applauds-world-following-lead-internet-censorship/. Hayward reports: “Reining in social media appears to be the trend of governments,” China’s state-run Global Times declared happily. It is not wrong. The Chinese Communist Party is pleased to see their authoritarian restrictions on speech going viral and infesting Western societies.”
Increasing Wealth Inequality, Class Conflict and “De-Democratization”
One reason our analysis highlights the connection between AI/robotics and the undermining of democracy is that democracies will not be able to cope with the stresses, competition, social fragmentation, rage and violence that will occur as a result of intensified social struggles over scarce resources. It is not only a financial issue.
The effects of AI/robotics on Western society can already be seen. They include the increasing lack of opportunity, trust, free and open discourse and social mobility. Along with this goes the evaporation of a sense of community, and the loss of any sense of meaningful and coherent purpose other than the pursuit of the power necessary to advance one’s interests and those of preferred identity groups against competitors.
The proliferation of “hate speech” laws and sanctions in the West—formal and informal—has created a poisonous psychological climate that is contributing to our growing social divisiveness and destroying any sense of overall community. Overly broad and highly subjective interpretations about what constitutes “hate” and “offense” are destructive grants of power to identity groups and tools of oppression in the hands of governments. They create a culture of suspicion, accusation, mistrust, resentment, intimidation, abuse of power and hostility.
We increasingly hear about the “hollowing out of the middle class” in the US, Western Europe and the UK, but we are not paying adequate attention to the impacts this will have on the composition of our society or what the “hollowing” portends for our political, economic and educational systems. One academic expert, an economics scholar at Dartmouth, summed it up as a situation where: “Whether you like it or not what the global economy is delivering is that the productivity growth that has been realized has been earned by a small fraction of highly skilled people and returns to capital.”
While that “small fraction” of our workforce benefits to extraordinary degrees, and the owners and controllers of capital even more, many others are being left out of the benefits of the economic developments and wealth creation produced by the AI/robotics phenomenon. A limited number of people will end up endowed with immense wealth due to AI/robotics. A particularly striking example is that Amazon’s Jeff Bezos just passed $150 billion in his net worth. But as jobs disappear and economic returns are transferred dramatically from labor to capital due to AI/robotics, most of humanity will be left behind in terms of earnings, opportunity and status.
This schism between the wealthy and powerful and the massive numbers of those left behind will be driven by chronic unemployment, rising social anger and violence, the disappearance of any semblance of democracy, and the emergence of police states focused on monitoring and controlling populations who feel betrayed by their leaders and the infamous “One Percent”. Even the United Nations has become concerned about the job loss, military implications, and economic and social destabilization that is likely to result due to Artificial Intelligence advances and has established a European center to “study” the issue.
The bottom line is that we have created a system with a significant potential, if not near certainty, for disaster, violence and conflict within and between societies. Although there are mitigating actions--including such things as wealth, technology and “robot” taxes, a Value Added Tax (VAT), plus “windfall” assessments on excess profits, additional deficit spending, “job-splitting”, educational changes and so on, the overall analysis we offer is bleaker than we might wish and our options more limited than desired.
One of our most critical challenges is to figure out ways to ensure that governments have revenues sufficient to sustain the many millions of people who will be left behind by the transformation in the new economic system. This includes the need to develop the ability to deal with explosive situations in “megacities”. Sixty percent of the world’s population is projected to live in jam-packed urban areas by 2025. Included among the megacities are New York, Los Angeles, Boston, Philadelphia, London, Paris, Rome, Delhi, Rio de Janeiro and Mexico City as well as Beijing, Tokyo, Houston and Atlanta to name a few. [xxxiii] But we won’t be dealing only with mega-cities. Many other large urban areas such as Detroit, Cleveland, St. Louis, Miami, New Orleans, Dallas and others outside the US will become unstable and unsustainable.
The stresses created by the rising social stress and violence will alter the nature of our democratic systems—pushing them more and more toward becoming authoritarian regimes. As resources become insufficient to sustain the needs and demands of populations, turmoil will spread among sectors of the population outraged at the failure of their governments to support them or create job opportunities. This climate of rage, fear and violence will also grow because many chronically or permanently unemployed people will form into gangs, militias and intolerant “us-versus-them” identity groups that lash out as conditions worsen.
